Most "government AI" is a chatbot stuck on top of an old system. Ours sits underneath instead. It watches, decides, and routes the work, and it writes down everything it does.

What does Zentarai Labs actually build?

Why start with the Philippines?

Because it is the hardest place to get this right, and the need is real. Once the AI knows how every barangay is doing and how long each office takes to respond, it becomes very hard to replace. If it holds here, it holds anywhere.

Do citizens ever pay?

No, and that is deliberate. Nova is free and stays free. Officials pay for the dashboard, and agencies pay for what the AI learns on top of it.

How is this different from a government chatbot?

A chatbot answers a question and stops. Ours moves the work. It takes a report, gives it to someone, starts a clock, passes it up the chain if nothing happens, and keeps a record of all of it.
