We bridge AIand Government

One hand is what a government already does every day. The other is what AI can do now. We build the systems that close the gap between them.

We build AI for governments that move slowly, and for citizens who can't wait.

Someone reports a problem

A flooded street. A broken light. A dangerous turn. Take a photo, drop a pin, and you're done. No fee, no queue.

Nova

Built to put it on an LGU dashboard with a clock on it

On the NovaGovAI dashboard a report is flagged at day 3, marked for the mayor's office at day 5, marked critical at day 7 and marked for a DILG notice at day 10, and every step is logged. Pre-pilot: Nova reports are not connected to the dashboard yet, and no LGU uses it.

NovaGovAI

The plan: it gets fixed, and the system learns

Response times and repeat problems would feed back in and make the next answer better. Pre-pilot, so nothing has fed back yet.

The flywheel
Report Tag Clock Escalate Resolve Log Measure
the flywheel

One loop,citizento cabinet.

Most government software is sold to officials and then hoped over. We do it the other way round. Citizens get something free and useful on day one, and we expect that to be what puts the dashboard on an official's desk. No official uses it yet.

values

Six principles. Every decision runs through them.

01

AI runs the system

Most "government AI" is a chatbot stuck on top of an old system. Ours is built to sit underneath instead, keeping the clock on the work and writing down everything it does.

02

Close every loop

Take it in, act on it, measure it, and feed the result back. Anything that runs and then forgets is only half built, so we don't call it finished.

03

Write everything down

No work disappears into a chat window. Decisions, contacts, and releases all get filed the same way, so the next person can pick it up without asking anyone.

04

People set the goal, AI builds it

We decide what good looks like and how we'll know. The AI writes the code and keeps going until the tests pass. Then we check the work.

05

Nobody should be a middleman

If a person is only moving data from one screen to another, that job should be a piece of software. Every time we replace one, the time comes back for good.

06

Spend compute, not headcount

We treat compute as a way to buy back hours. When an hour of it costs less than the hour of work it saves, there is nothing left to argue about.

mission

Why we
exist

Solve everyone's problems with AI, by building the infrastructure every government runs on.

₱0

Citizens never pay

Nova is free and it stays free. That is not a promotion, it is the whole point. The dashboard is the paid product for officials.

3

Products, one team

NovaGovAI for government, Nova for citizens, Nova Solutions for business. NovaGovAI and Nova Solutions share one AI backend; Nova Citizen runs on its own backend.

1

Loop that has to close

Barangay, then city, then province, then national. If we can't follow one report the whole way through, it isn't working yet.

PH

Where we start

The Philippines first, because it is the hardest place to get this right. If it holds here, it holds anywhere. Southeast Asia comes next.

Three surfaces,
one team.

NovaGovAI

A dashboard built for local governments: CLUP checks, and citizen reports tagged by type and barangay, with a response clock on each one (flagged at day 3, 5, 7 and 10). Pre-pilot, so no LGU uses it yet, and no hazard feed is connected.

novagov.ph

Nova Citizen

The free safety app for Filipinos: a live incident map for Metro Manila, with citizen reports such as fires, floods and accidents next to USGS and PAGASA bulletins, plus safety guides.

novacitizen.tech

Nova Solutions

The same AI, pointed at ordinary businesses. A website and the automations behind it for local service teams, or an embedded AI workflow — ticket triage, onboarding, forecasting — for ops and support teams.

traditional govtech.

Approach Zentarai Labs Traditional govtech
Who gets it first Citizens, free, in a day Officials, once procurement clears
Where the AI sits Underneath, built to keep the clock on each report A chatbot stuck on an old system
What citizens pay Nothing, ever A fee per service or per transaction
Who is accountable Every report on the dashboard would be timed and on the record Closed when someone says it's closed
Where the data goes Back in, by design, so both sides would get better Stuck in one department, exported on request
How long before it helps Setup time is agreed in the written pilot scope; no pilot is running yet Months of setup before anything runs
questions

FAQ

What does Zentarai Labs actually build?

Three products from one team. NovaGovAI is a dashboard built for local governments; it is pre-pilot, so no LGU uses it yet. Nova is a free incident map for citizens in Metro Manila. Nova Solutions points the same AI engine as NovaGovAI at ordinary businesses.

Why start with the Philippines?

Because it is the hardest place to get this right, and the need is real. Once the AI knows how every barangay is doing and how long each office takes to respond, it becomes very hard to replace. If it holds here, it holds anywhere.

Do citizens ever pay?

No, and that is deliberate. Nova is free and stays free. The dashboard is the paid product for local governments, after a free first pilot year.

How is this different from a government chatbot?

A chatbot answers a question and stops. Ours is built to track the work: a report lands on the LGU dashboard, a clock starts, it is flagged at day 3, 5, 7 and 10 if nothing happens, and every step is on the record. NovaGovAI is pre-pilot, so no LGU uses it yet.

Where is Zentarai Labs based?

The company is registered in Florida, in the United States. The team works out of the United States and Manila and builds for local governments in the Philippines first, then Southeast Asia.
